City Employees Receive Five Percent Increase

Tuesday night the Manhattan City Commission passed the First Reading of 2001 Salary Ordinance which will give employees a 5% pay
increase. A 2.5% increase is based on the Consumer Price Occupational and Wage Index. Employees can gain another 2.5% increase with a
merit raise.

Cathy Harmes, Director of Human Resources told the Commission:

"The proposed 2001 Salary Ordinance sets forth salary increases to be effective for the 2001 fiscal year. The proposed 2001 Salary Ordinance
reflects revisions in established pay grades and salary ranges and modifies the City’s Salary Administration Policy and Guideline for
classified positions. There are two elements included in the 2001 Salary Ordinance. The first element provides a 2.5% economic adjustment to
increase established pay grades and salary ranges in the classified pay structure to reflect changes in the Consumer Price Occupational and
Wage Index. The second element included in the 2001 Salary Ordinance is the performance evaluation system. Evaluation dates for 2001 merit
increases will be on employees’ anniversary dates of employment, or in cases in which an employee has been promoted, on the anniversary
date in the newly promoted position. City Administration recommends merit increases for 2001 annual performance evaluations, based on an
average of 2.5%.

The 2001 Salary Ordinance maintains the pay rates for members of Local 2275 International Association of Fire Fighters as those established
through the collective bargaining process pursuant to law."

SECTION 9. The following annual salaries are established for the Governing Body and the City Manager:

City Commissioners $1,200

City Manager: Such amount as established by the Governing Body through a contract between the City and the City Manager.

SECTION 10. The City Manager shall have the authority to establish the rate of compensation for employees using their personal vehicles for
official City business. Such rates shall be established within state and/or federal guidelines.
