Police Department Director Gives Law Board 2002 Proposed Goals

Riley County Police Department Director Mike Watson gave the Riley County Law Enformcement Agency proposed goals for 2002 at Monday's meeting.

Here is the 2002 Riley County Police Department Goals Proposals as prepaired by Director Watson:

At the request of the Riley County Law Enforcement Agency (Law Board) the staff of the Riley County Police Department and I have developed a set of proposed goals for the Riley County Police Department for the year 2002.

The mission of the Riley County Police Department is to provide the most effective and efficient law enforcement services to the citizens of Manhattan/Riley County in the most economical manner possible. In light of that overriding goal, I submit the following goals for adoption as the Riley County Police Department goals in 2002:

1. Research, develop and recommend for implementation if appropriate, a personnel staffing plan for the correctional facility.

After operating in the new Riley County Law Enforcement Center for a year it has become apparent that the staffing may not be appropriate for the efficient and effective operation of the correctional facility. Departmental personnel will research and make recommendations as to the appropriate personnel staffing of the correctional facility. Those recommendations may include additional personnel or the realignment of personnel.

2. Develop and recommend if appropriate, the implementation of an educational (literacy) program for inmates.

The first year of operation in the new correctional facility has assisted in setting a baseline for many aspects of the operation and gain experience in the operation. It is now possible to use volunteer and other resources to enhance the programs for inmates. The staff of the correctional facility in conjunction with other local resources will research and develop an educational program including but not limited to literacy for the inmates.

3. Implement electronic submission of crime statistics to the Kansas Bureau of Investigation.

In conjunction with the Kansas Bureau of Investigation the Riley County Police Department has been making plans to comply with state standards by submitting criminal reporting data electronically to the KBI. Grants have been acquired to finance the development and implementation of such electronic submission. Departmental personnel will carry out the plans to implement the electronic submission of criminal statistics.

4. Develop and recommend for implementation if appropriate, a telephone reporting system.

The Riley County Police Department makes many calls for service that involve minor offenses or information reports that do not require the physical presence of an officer, collection of evidence, or intervention of any kind by a certified law enforcement officer. Those reports may be able to be taken by non- certified personnel on the scene or by certified or non-certified personnel over the telephone. Departmental personnel will research and develop a program for telephonic reporting and make recommendations for the possible implementation of such a program.

5. Maintain or increase Index Crime clearance rates at a level of at least 5% above the national average.

Departmental personnel especially members of the Riley County Police Department Investigations Division will make every effort to identify perpetrators of Part I criminal cases as identified by the Federal Bureau of Investigation and clear those cases. The goal of those efforts understandably will not be 100% but the department will strive to maintain or increase the clearance rate to a level of at least 5% above the national average for those individual crimes.

6. Implement the crime analysis function throughout the department.

The Riley County Police Department has been making efforts to prepare the department for the implementation of a crime analysis function to assist all divisions and units of the police department to develop data to assist in planning police operations, insuring accountability of individual personnel, units and the department as a whole, and providing data to other outside agencies and personnel. The department has acquired software in the Spillman records management system and other hardware and software enabling personnel to compile, map and analyze data.

7. Develop and implement enhanced practical/hands-on in-service training for department personnel.

The training section of the RCPD has identified practical and hands-on training as a possible shortcoming of the departmental training curriculum. Departmental personnel as well as training officers have indicated that they would like to have more practical and hands-on training. Departmental personnel in conjunction with the training personnel will develop and implement more practical and hands-on training.

8. Completely review and update the Riley County Police Department policy and procedure manual and divisional/unit Standard Operating Procedure manuals.

Examination of the Riley County Police Department policy and procedure manual has revealed several contradictory, incomplete, and/or out of date materials. Departmental personnel will review and update the policy and procedure manual as well as other standard operating procedures of the department.

9. Develop and implement a web page for the Riley County Police Department.

As a resource for the department and outside personnel and agencies, departmental personnel will develop and implement a web page for the department. Funds have been identified for the web page development. Discussion with other agencies such as the city, county and other law enforcement agencies for the linking of the web page has been completed.

10. Increase public access to the department to include existing and additional resources and personnel.

In addition to the departmental web page the police department will develop methods to increase effective and efficient public access to the department by keeping departmental offices open and staffed longer hours and attempt to personalize the telephone system. Personnel will develop plans and recommend methods to provide more access to departmental resources.
