It was back to school for the Riley County Commission Monday. Mary Carson with Logan, Riley, Carson and Kaup Financial Advisors, told the Commission she would walk them through "Debt Issuance 101". It was scary.

Carson described the many Kansas statutes on funding roads and bridges, culverts, public buildings, lease purchase financing and many others. The schooling took about two hours.

The Commissioners were very interested in the Public Building Commission discussed by Carson. The Commissioners what to build new shops north of Manhattan and are having problems with the money. Here is what Carson told the Commission about forming a Building Commission in a handout:
