Klimek Takes Over As Mayor Of Manhattan From Snead

Editorial

By Jon A. Brake

Ed Klimek is the new Mayor of Manhattan. Klimek took over at Tuesday nights meeting from Bruce Snead. Manhattan has a Commission / City Manager form of government. The City has five Commissioners. Each April the Commission votes for a new Mayor and Mayor Pro-tem. Mark Taussig replaced Klimek as Mayor-Pro-Tem Tuesday.

The Mayor presides over the Commission meetings and along with the other Commissioners votes on each item. The Mayor does not have veto power.

The Commissioners are elected at-large on a non-partisan basis but the job is very partisan. The real power of the Mayor is in the appointment of committees and boards. Board members usually reflect the political agenda of the Mayor. All of the most recent Mayors have been Liberal. Because of that most of the City committees and board members have been more Liberal than Conservative in their thinking.

The Manhattan Area Planning Board is a good example. The Board has required new businesses to comply with new "commercial building guidelines" which have never been approved by the City Commission. One of the remarks to the Home Depot developer was "Your orange strip is too bright, could you tone it down." The board has become arrogant with such statements as "That design may be all right for other communities but not for Manhattan."

Here is a list of Mayors and Commission members starting in 1951 when the City went to the Commission form of government:
